Patrick Lyons is a partner on Dechert’s corporate and securities team. He leads Dechert’s international capital markets team in London and is a member of the firm’s Dubai Management Committee.
With over 20 years’ experience, Mr. Lyons represents life sciences and other healthcare companies, energy companies, banks and financial institutions, sovereign and quasi-sovereign issuers and others in public and private transactions, including IPOs and follow-on SEC-registered transactions, Rule 144A and Regulation S offerings, investment grade and high-yield debt issues, PIPEs and other private placements, green, blue and social bond offerings, rights issues and privatizations. He also regularly advises on voluntary and other restructurings, including sovereigns and corporates, as well as liability management transactions, including tender offers, exchange offers and similar transactions.
The Legal 500 UK, 2023 ranks Mr. Lyons as a ‘leading individual’ for emerging markets. He is also recommended and ranked for his work involving debt and equity capital markets and has been recognized for his work in life sciences and healthcare transactions. The 2022 guide also reports that he is described by clients as "quick, always available and business-oriented." Chambers Global, 2022 recognizes Mr. Lyons for Middle East-wide capital markets. The 2021 guide reports that he is described by clients as "extremely efficient" and someone who "brings a refreshing, practical approach to very complex issues." He is additionally acknowledged in The Legal 500 EMEA, 2021, for his work in Kazakhstan, where he is listed for banking, finance and capital markets. The IFLR1000 2024 to 2017 guides note him as ‘highly regarded’ for matters involving debt and equity capital markets. Mr. Lyons led the team that won the Financial Times’ 2019 “European Innovative Lawyers Awards” for the “Innovation in Legal Expertise - Accessing New Markets and Capital” category and as a “standout” transaction for his role advising a Singapore issuer on three multi-tranche green bonds denominated in Indian rupees and Philippine pesos and payable in U.S. Dollars.
He was also a member of the team that achieved recognition in the “Legal Expertise – Innovation in New Markets and Capital” category of the Financial Times' 2016 “European Innovative Lawyers Awards", where Dechert was “highly commended” for its representation of The Arab Republic of Egypt in connection with the country’s first international bond sale in five years. The successful issuance of U.S.$1.5 billion 10-year sovereign bonds, the country’s largest single-tranche issuance ever, represented a landmark transaction for Egypt. He was also a member of the team that won the Financial Times' Most Innovative Law Firms for Finance Law Award 2015.
Mr. Lyons frequently speaks at conferences involving capital markets and restructurings, including, most recently, Dechert’s Healthcare and Life Sciences Deals Conference and Distressed Investing Forum.
